Debra Sales Elmore, R.Ph., J.D., Esq., is a partner at Elmore & Associates, PLLC in Houston.
Ms. Elmore graduated from The University of Texas with a degree in pharmacy in 1982 and from South Texas School of Law in 1991 where she received her law degree and was an assistant editor on Law Review, a member of Order of the Lytae and Who’s Who in Law School. Her primary practice areas are privacy and cyber law, health care law, medical malpractice defense, and drug and device litigation.
Ms. Elmore began her legal career over 20 years ago at Andrews & Kurth LLP in the medical malpractice section and continued to work with many of those attorneys at Cruse, Scott, Henderson & Allen, LLP; Henderson, Block & Elmore, PLLC; and now at Elmore & Associates, PLLC. She has represented numerous health care providers and medical entities for the past 20 plus years in medical malpractice cases, pharmaceutical and device lawsuits throughout the state of Texas and in multi-district litigations across the country. She also represents and advises health care providers in privacy and cyber law matters, regulatory and compliance matters, governmental investigations, Texas Attorney General proceedings and in medical board proceedings.
Ms. Elmore has given numerous presentations on HIPAA, HITECH and Health Information Exchanges (HIEs). She is a member of the Health Law sections of the American Bar Association, Texas Bar Association and Houston Bar Association, and a member of the Health Care Compliance Association from which she has earned her certification in health care privacy compliance (CHPC).
